a pre 70's motor is what registers that time frame harley, not the frame .. next.. i'm assuming from your post you have a frame with a number already stamped.. & its not the harley numbers you want to use.. the brand of frame is best to know first off .. but before we begin realize to add a vin, or change a neck to use a vin of choice , to a frame with a 17 digit registered vin frame is totally illegal.. not to say its not done daily.. if its a kraft tech frame, the numbers on the boss are registered vin numbers.. i have a similar issue on my new bike, the way the trooper is interpreting the law , he wants me to restamp my frame , which i WILL NOT DO , as its a register vin on it now & i can be held criminally liable if its caught while in another state.. i would suggest you give me a call .. an up to date trooper in a routine traffic stop will know that frame isnt a factory harley frame as fast as we would know.. & immediately he will realize you have restamped the frame.. probably cause is all it takes to impound the bike after that.. & thats not a cool gig.. i been there over a motor i had a bill of sale on , but it had come from a bike that had an ultima motor installed to replace it & at a later date the guy stopped paying harley 's monthly payments on the bike.. it was considered the same as stolen.. it was a bad scene.. i got my bike back , but if i hadnt know a state police major that rode i would have been fucked..i had to remove the motor at the state police impound yard & surrender it & i was only allowed to keep what i had receipts for from legitimate businesses on every part on the bike .. it was bad brother.. real bad ..  what you want to do is an outlaw gamble.. you may be fine , til one day ............ then what ???????? it makes the legit process seem easy at that point.. BUT , CALL ME..

Here in Oz it's common practice for people to criminally restamp old HD numbers onto their cookie-cutter crap-heaps  and supply dodgey rego details when selling. End result is one less old Harley on the road and a whole mountain of heart ache for the buyer come renewal time. They should be flayed at the stake and rolled in salt.

Actually....it's all bullshit....I mean Comon!!!...A fuckin number for chrissake!!!....YEAH it's illegal...everything these days in the USSA is fuckin illegal
Wish ya had an easier way to go Dude.
it's exactly why I go for the 69 and older route.....My 66 genny cased EVO head trike gives twinks and Evos FITS when it comes to performance!!!
Yeah....out of the box, them fancy 107's and 113's make nice power....but goin the construction title route is a Pain in the balls as you certainly know by now.

You have to look at it a little differently.

If someone were to steal your bike you wouldn't want them to be able to make it "Theirs" easily. That is what would happen if the re-stamping or the re-use of VIN numbers were easy to get away with.

I for one am OK with the bullshit they make us go through to register a special construction. In my eyes acquiring a bike that isn't yours has very little value as not much of it is re-usable the way the system currently is.

Now there is the flip side, what if you rightfully own  the donor frame and the complete bike? One would think since you own both what is the problem? Than again how many bikes would be running around with garage built frames with OEM HD titles, a little misleading in my opinion.
