Cerial # on the case will tell what motor and year it is. (Right under where the gen tower bolts down on)
Take a look at the spark plug  holes and see if their is any cracks also se if their are any indentions down in the head where the barrels go from not doing the torque right and got tightened one sided.
Get back to me and I'll tell ya some more.

ok 69. what cc? please explain i know zip about vw.

all i have is a set of cases that have been outside for 25 years or so and 3 heads in same condition..

are there numbers on the head and do they mean anything?

no broken fins or boogered plug holes that i can see. rusty rockers and valves.

thinking about blasting them with walnut shell and making something outa them

Been outside for that long, well it would make a great mailbox, grinn. usually that motor is a 1600cc motor[I have one with the same letter "H"]
There are no #'s on the heads only the motor and trannie.
There is a lot of work to build one like you have that has been out in the weather as long as it has, you'd be better off buying a used running motor or a new one [$2500.00- more] there are deals to be had out there, good luck

I hate to say it but I'm going to agree with CW.
By the time ya get everything cleaned up, line bored, case savers, heads reworked and all new parts.  It'll cost ya more than a new factory long block.
VW part prices  have gone through the roof in the last 5 years.
1995 I gave $1,800 for a 1600cc long block, out the door, now they are up over $3,000
